De persoon die in eigen naam een douaneaangifte, een aangifte tot tijdelijke opslag, een summiere aangifte bij binnenbrengen, een summiere aangifte bij uitgaan, een aangifte tot wederuitvoer of een kennisgeving van wederuitvoer indient, dan wel de persoon namens wie deze aangifte of. De betaler en de zekerheid-steller worden alleen bij invoer gebruikt en alleen wanneer deze afwijkt van de aangever. Het gaat bij deze rollen om de vraag wie de financiële afhandeling van de aangifte. De aangever is volgens het DWU schuldenaar en de hoofdregel is dan ook dat de aangever betaalt.
